Why Did they become a member?: Banished from his village for killing his family.
Village: Kirigakure (Mist)

History: Nobody knows anything about Garou really, except for himself. He refuses to talk to anyone about his past though, as he despises it and believes to look to the future. He was born in Kirigakure though, his family being an average-sized family.

He had a mother, Jinsao, and a father, Rinkora. He also had an older brother, Pinko, and a younger brother, Hazor. Garou was always the rather quiet, loner of the family. He never really interacted with any of them, though he was forced to do chores and such.

His father, however, was a drunk. He wasn't a ninja for their village or anything, so by the time Garou turned five he learned to deal with the fact that his father would sometimes come home drunk, and sometimes not. If his father was drunk, however, his father would beat his mother and often Garou himself if his chores weren't done 'well enough', though his chores were normally cleaning the kitchen and sweeping the floors, both of which he made sure were done spotlessly.

His older brother had learned this at an earlier age, and had set something up with his sensei so that he trained at nights only, getting away from his father most of the time. His younger brother, however, was never beat because when his father beat his mother or Garou, Hazor agreed with why his father was doing 110%. This made Garou despise his brothers at an early age, his youngest because he had abandoned his family, and his eldest because hehadn't warned Garou.

When Garou was old enough for the Ninja Academy,he took off for it with no emotions, other than wanting to get away from his father. He was trained at the Academy well, and practiced for hours after sohe had an excuse to be late in coming home, to eat, and then go straight to bed to avoid his father. When the graduation exams came, however, and he found out he was forced to either kill or be killed against his classmates, he was the only one who had no emotions about it.

He killed heartlesssly and ruthlessly against his classmates, making most of them suffer a long and painful death. He received his headband, and emotionlessly joined a squad.

Being a ninja seemed to come naturally to him. Even when he was learning and practicing new jutsu his body seemed to flow efortlessly, andbecause of this Garou graduated and became a Chunin at the age of 12. He continued his training, doubling its intensity and training from day to night, only going home for meals. He hadn't seen his father in a while.

He graduated and became a Jonin at 17, and was only then forced tostay at home for a while after he had broken one of his legs at home, and was again forced to suffer the pain of his father beating his mother and trying to do so to him. It slowly drove himmad,being helpless to his mother. WHen his leg healed, Garou finally snapped.

One night he came home from training, and his father was drunk, naturally. He tried beating his mother, but Garou stopped him and decided to kill him, but tortured his father in the works. Hazor watched the entire thing, startled. By this time Hazor was a Genin, and tried defending his father's name. Garou stopped his brother, breaking his arm enicially but ended up killing him when his brother continued fighting him.

By this time his older brother was also a Jonin, as he hadn't advanced as quickly as Garou. His brother came home a few minutes later, and the two brothers fought in hatred. The battle was fought for a few hours, during which Garou became frustrated with the fight and killed his brother in some sort of rage. His mother was horrified by what Garou had done, announcing that she hated him and forever would, before Garou decided to also easily kill her too.

Garou was exiled from his village, but he didn't really care. He joined Kasai and the Akatsuki willingly, being the last member of the group and often found as the runt. He's picked on constantly by others because he is small and doesn't talk much, though most everyone in the Akatsuki know he has great skill and easily picks up on techniques.

Garou wandered the different villages lands for a few years as a rogue ninja, before finding the Akatsuki. He then proceeded by joining, thinking he finally found somewhere he could stay instead of wandering the lands.

Appearance:
Garou stands at about 5 feet flat. He weighs in around 100 pounds, being fairly slender. He has pitch black hair that reached the back of his neck, his bangs hanging loosely in front of his eyes, which are naturally a cold, pale blue.

He wears the natural outfit of the Akatsuki, with the black cloak and red clouds on the front. He wears the normal brown sandals, though when fighting he often leaves them behind them. Underneath the cloak he wears a plain black shirt and black pants, with his kunai pouch strapped to his leg, under his cloak, and his ninja pouch the same. He has cut a hole large enough for his hand to fit through in the cloak by his kunai pouch, though his cloak's arm covers it up, and another hole a bit higher on the inside of his sleeve so that his hand can reach through.

He has a ninja headband on his forehead with the Mist village's insignia, though there is a single scratch through the middle, followed by a ninja hood that he often wears on his head, though he may take it off. He also wears a hood to cover his mouth,much like Kakashi's. It's rare to see a large portion of his face, most of the time you only see his eyes. When he takes off his hood and shows his mouth, it's a very rare sight.

He also wears a ring on his right index finger with the symbol for 'zouo' meaning hatred. His cloak goes down passed his knees as he is so small, and his cloak's sleeves go way pass his fingertips. He also looks 18 instead of 20.

Personality: Garou is very quiet and secluded. He doesn't talk much, taking orders from the leader if he agrees with them. If not, then he just doesn't go on it. If he ever does talk, it's a very rare, rare sight. Since he is so quiet, it's hard to detect him and therefor he is mainly a scouting and fighting ninja. He doesn't persuade people well, in fact if they don't give in to him quickly enough, he'll just kill them.

He doesn't show emotion ever. He considers it a sign of weakness and will be thoroughly pissed if he ever does show a sign of emotion. He doesn't necessarily enjoy or hate killing people. He feels nothing about it.
Kekkei Genkai: None
Hiden Jutsu: None
Jutsu Varieties: Lightning, and secondary is Water.

He can use the general handful of jutsu that almost every decent ninja can do, such asShadow Clone Jutsu,Transformation Jutsu, and Substitution Jutsu. He also knows techniques only normally used by his village, including Hidden Misty Technique and Water Clone Jutsu. He has also studied and learnedhow to use Chidori, including techniques he has based off of it.

Lightning Style:Chidori Field Clearout:
A last resort technique as it takes a huge strain on his body, Garou uses this technique by channeling Lightning chakra in to his arms, and then shooting it out in a wall about ten feet high, and goes forward in its direction for about 20 meters.

Lightning Style: Whip Blade Jutsu:
A technique that Garou normally uses when fighting. He channels Lightning style chakra in to his hand and creates a whip made entirely out of lightning, and then fights with it likes he's using a whip.

Water Style: Whirlpool Jutsu:
A water technique that Garou will sometimes use, depending on how lazy he feels and where he's at. Normally used if he's fighting on a river/lake/ocean or large body of water. He creates a whirlpool underneath his opponent, normally sucking them down in the water until they drown or he rescues them. A technique he'll use early on in the battle if it's a capture-and-return mission.

Summoning Jutsu:
Basic summoning Jutsu. He summons a wolf who's head reaches his shoulder. The dog has pale white fur, and beautiful green eyes. It can't talk, but it can speak to Garou through telepathy, and hear Garou's thoughts too. Garou has often found himself considering Jinaki, the wolf, his one and only friend.

Transformation Jutsu: Thunder Form:
Jinaki takes her own source of chakra, and fuses it with Garou's lightning style chakra. Her snow white fur is then lightning yellow, and her fur sticks together in spikes. Her fangs are covered in a layer of lightning style chakra, so that if she bites her opponent it sends a current of electricity through them.

Lightning Style: Fur Spike Jutsu:
Jinaki shoots her 'fur' out at the opponent, them being the size of medium sized spikes, hitting them and sending a current of electricity through them, though if she turns back to her normal form she doesn't lose any fur.

Transformation Jutsu: Flame Form:
Jinaki uses her own chakra and fuses it with Garou's fire style chakra. Her snow white fur catches on fire, and she has flames trailing from behind all of her legs, her tail, and her ears. Her teeth don't get a layer of fire, but her claws do.

Fire Style: Fire Breath Jutsu:
Pretty much a fireball jutsu, but this is by Jinaki and it's more of a huge cloud. *kinda like Koffing's smog attack, but with fire instead*

Also, Jinaki's big enough to Garou that he can ride on her back if he needs to.

Also, is it ok that he has the Rinnegan, saw in the rules it isn't allowed, but I figured I'll give it a shot incase you changed your mind... if not then tell me and I'll edit it

You obviously haven't read/watched the actual series, have you? It is stated multiple times that Pain was the last person to have the Rinnegan (excluding Madara). No one related to him still exists, so your character can't have it.

And if it's in the rules, Iceshadow still doesn't allow it.

Rinnegan shouldn't be allowed. Since Nagato was the last ot have it, and he has no living relatives.

You also need to edit his jutsu to tell me what he's capable of and tell me the Jutsu that he knows

Thunder Release was a kekkei genkai of hers. And only her family can use it. You'll have to change that last jutsu. Please.
